Studies of the legal, fiscal and economic business in Mali for the Economic Governance Support Project (PAGE)

Context
Mali has experienced a succession of crises (security, political and institutional) which have engendered a profound dysfunction of the public administration. In this context, the institutional capacities in terms of public finance management have been severely weakened.

In order to encourage and support the development of Foreign Direct Investments (FDI) and national, and contribute to the improvement of the business environment, the Agency for the Promotion of Investments in Mali (API-MALI), Establishment Public administrative nature (EPA), placed under the supervision of the Ministry in charge of investments, was created in 2005.

Today, in order to optimize the mobilization of fiscal resources and facilitate business procedures, the Mali needs the support of PAGE

Objectives

  • Support for the implementation of the entrepreneur’s regime and the creation under private agreement·
  • Support the Operationalization of the National Investment Promotion Policy (PNPI) and the Guide to the operationalization of the National Investment Promotion Strategy (SNPI);
  • Development of a communication strategy.

DSI services provided

  • Review of the API Mali Management Documents;·
  • Design a quality approach and support for certification;·
  •     Develop a Mechanism of Impact Monitoring and Evaluation for API-Mali;
  • Investment Code;
  • Design a strategy to improve tax revenues generated by telecommunications companies;
  • Design a temporary system for land title data in the district of Bamako and the Koulikoro region for their inventory and classification;Formalized land titles and assessment of royalties due by mining companies to increase state fiscal revenues

Results

Production of a report including the results of the study and the recommendations.
